What is a Standard HUD Manufactured Foundation Certification Inspection?
When a lender is doing a federally backed loan on an existing manufactured home which is located on its own site (not a rented parcel), then the lender must have an engineer certify the foundation system as being HUD compliant. With FHA loans, the additions must also be certified (not the addition itself but that the addition doesn’t adversely affect the structural integrity of the home.) A Standard HUD Manufactured Foundation Certification Inspection is a visual inspection of the foundation system of a manufactured home. The inspector will look for any signs of damage or deterioration that could compromise the integrity of the home. The inspector will also ensure that the foundation meets all applicable HUD standards. Please note we do not address tie-down requirements, only HUD compliance requirements.

What is a HUD manufactured foundation certification inspection?
A HUD foundation certification inspection verifies that a manufactured (mobile) home is permanently affixed to a foundation that meets U.S. Department of Housing and Urban Development (HUD) guidelines.

What does the inspection involve?
Is this inspection the same as a standard home inspection?
No. A HUD foundation certification inspection is structural-only and focuses specifically on the foundation system—not the roof, HVAC, plumbing, or other home systems.
What qualifies as a permanent foundation under HUD guidelines?
A permanent foundation must be engineered to withstand wind, seismic, and soil movement and include appropriate anchoring, footings, and skirting. It must also prevent the home from shifting or overturning.
Can a home be moved and still qualify for certification?
Yes, if it was moved only once, from the factory to its current location. HUD financing typically does not allow homes that have been moved multiple times.
Does skirting count as a permanent foundation?
No. Skirting alone does not qualify as a permanent foundation. The home must be anchored to a system of piers or a concrete perimeter with proper load-bearing support.
